[EN] Letter from a Sámi Prisoner of Conscience from Pre-Trial Detention
Ранее мы публиковали информацию о Саамском активисте Рафаэле Мамедове, которого осудили на 15 лет лишения свободы за администрирование паблика в Телеграм-канале «Свободная Лапландия», посвящённого Саамской культуре и независимости народа.
Недавно мы получили письмо от Рафаэля с просьбой максимально распространить информацию о масштабах проводимых репрессий со стороны Кремля. *
Действующая в России власть работает против любого инакомыслия, а именно против любых идей, направленных на возрождение идентичностей и пробуждения самоидентичности народов, которые в «мультикультурной России» запрещено озвучивать.
Единственные, кому можно говорить про идентичности, это специальноотведённой группе «ручных нацменов» (см. ЧЕРНЫЙ ЛИСТ) и только в русле их связи и неразрывности с «русским миром».
Рафаэль просил опубликовать письмо и попробовать достучаться до «Хороших русских», при этом выразив недоверие относительно указанных в письме персон и медиа и, судя по тому, что его письма так и остались без ответов, он был прав в своём суждении.
Далее прилагаем текст письма Рафаэля Мамедова:
«Новый 37-й
Для малочисленных и/или стремительно вымирающих народов это огромный удар и, безусловно, акт геноцида. Это новый 1937 год, разве что масштабом меньше и пока без расстрелов.
И всё-таки у России действительно есть враги, причём враги внутренние — ФСБ, самая настоящая террористическая организация со времён ЧК и по сей день, и она должна быть признана таковой во всём мире.
Что же касается менее тяжких статей: пусть они и отошли на второй план и смотрятся «детсадовскими» на фоне «тяжеловесов» с той же госизменой, однако сажают по ним куда чаще, чем в довоенное время.
За год моего пребывания в Мурманском СИЗО через него чисто по экстремистским статьям (280–280.4 и 282–282.4 УК РФ) — без комбинации с 205.2 — прошло больше людей, чем по госизмене. Кто-то из них получил или ещё получит условный срок, а кому-то дают реальный.
Вероятно, это ещё не все, ведь «изменники» и «террористы» всего региона обязаны пройти через Мурманское СИЗО, так как суды у нас, соответственно, областной и флотский. А «экстремисты» могут находиться и во втором СИЗО — в Апатитах. Кроме них, вероятно, ещё большее число «экстремистов», получив штраф или условку, так и не побывало за решёткой.
Здесь ограничусь одним, но очень показным примером всё из того же мурманского СИЗО: 68-летнего Свидетеля Иеговы депортировали из Беларуси за административное правонарушение, и КГБшники передали его в руки ФСБшников. Ему дали 6 лет и 3 месяца за «возобновление деятельности экстремистской организации», а если отойти от юридических формулировок — за религиозные убеждения.
Следует отметить, что, говоря об «экстремистах», я отделяю от них уголовников, чьи банды признаны экстремистскими или которым приписывается приверженность «экстремистской идеологии АУЕ», потому что, как и в случае с 205-й статьёй, тут речь идёт о реальных правонарушителях, на чьи уголовные дела распространяется дурная практика политизации.
Кроме экстремизма, могу отметить большое количество новостей о приговорах за «фейки об армии», но лично не сталкивался да и не слышал, чтобы в нашем СИЗО такие были.
За последние несколько лет РФ превзошла по числу политзаключённых весь СССР после ХХ съезда КПСС, превзошла она его и по строгости выносимых приговоров по политическим делам.
К сожалению, это не завершённая глава, не конечный итог. Прямо сейчас, в 2026 году, российское государство продолжает агрессию против Украины, целенаправленно используя свои войска для атак на гражданскую инфраструктуру и военных преступлений, а несогласных с этой преступной братоубийственной войной сажают. В это же время российский диктатор возвращает ФСБшному вузу имя Дзержинского, демонтируются памятники жертвам политических репрессий, а правозащитный «Мемориал» признан экстремистским.
Неизвестно, сколько ещё будет политических процессов, сколько людей получат более чем 10-летние сроки лишения свободы за одну лишь позицию и сколько, быть может, убьют в тюрьме, как Тесака и Навального.
Именно поэтому об этом важно говорить. Ради этого я рискую получить новое обвинение и ухудшение условий содержания при публикации статьи — дабы мир знал правду и остановил РФ, пока не родился новый Освенцим, новая Колыма.

Письмо интересно с точки зрения видения политических репрессий непосредственно изнутри, глазами этноактивиста и политзаключенного.
Хочется обратить внимание, что мы неоднократно сталкиваемся с двойными стандартами лиц и организаций, отстаивающих суверенитет России за рубежом, а именно, «Хороших русских», выступающих за «равенство и демократию». В проповедуемой ПРБ (Прекрасная Россия Будущего) и Кремлём концепции равенства одинаково нет места народам и этносам вне «русского мира».

Letter from a Sámi Prisoner of Conscience from Pre-Trial Detention
Earlier we published information about Sámi activist Rafael Mamedov, who was sentenced to 15 years in prison for administering the Telegram channel “Free Lapland,” dedicated to Sámi culture and the independence of the people. Recently we received a letter from Rafael with a request to spread information as widely as possible about the scale of the repressions carried out by the Kremlin.
The current Russian authorities work against any form of dissent, specifically against any ideas aimed at the revival of identities and the awakening of the self-identity of peoples that are forbidden to be voiced in “multicultural Russia.” The only ones allowed to speak about identities are a specially designated group of “tame national minorities” (see the BLACK LIST), and only within the framework of their connection and inseparability from the “Russian world.”
Rafael asked us to publish the letter and try to reach the “Good Russians,” while expressing distrust toward the persons and media mentioned in the letter. Judging by the fact that his letters remained unanswered, he was right in his judgment.
Below is the text of Rafael Mamedov’s letter:
“The New 1937”
For small-numbered and/or rapidly disappearing peoples this is a huge blow and, without a doubt, an act of genocide. This is a new 1937, only on a smaller scale and so far without mass executions.
And yet Russia does indeed have enemies — internal enemies: the FSB, a genuine terrorist organization from the times of the Cheka right up to the present day, and it must be recognized as such throughout the world.
As for less serious articles: even though they have receded into the background and look like “kindergarten stuff” compared to the “heavyweights” such as high treason, people are still imprisoned under them far more often than in the pre-war period.
During the year of my stay in the Murmansk pre-trial detention center, more people passed through it purely under extremist articles (280–280.4 and 282–282.4 of the Criminal Code of the Russian Federation) — without combination with Article 205.2 — than under high treason. Some of them have received or will still receive suspended sentences, while others are given real prison terms.
Probably this is not everyone, because “traitors” and “terrorists” from the entire region are required to pass through the Murmansk SIZO, since the courts here are, respectively, the regional and naval ones. And “extremists” can also be held in the second SIZO — in Apatity. In addition to them, there is probably an even larger number of “extremists” who, having received a fine or a suspended sentence, never ended up behind bars.
Here I will limit myself to one very revealing example from the same Murmansk SIZO: a 68-year-old Jehovah’s Witness was deported from Belarus for an administrative offense, and KGB officers handed him over to FSB officers. He was given 6 years and 3 months for “resuming the activities of an extremist organization,” or, if we move away from legal formulations — for his religious beliefs.
It should be noted that when speaking of “extremists,” I separate from them the ordinary criminals whose gangs have been recognized as extremist or who are accused of adherence to the “extremist ideology of AUE,” because, as in the case of Article 205, here we are dealing with real offenders whose criminal cases are subject to the bad practice of politicization.
In addition to extremism, I can note a large number of news reports about sentences for “fakes about the army,” but I personally have not encountered any such cases in our SIZO, nor have I heard of any.
Over the past few years, the Russian Federation has surpassed the entire USSR after the 20th Congress of the CPSU in the number of political prisoners; it has also surpassed it in the severity of the sentences handed down in political cases.
Unfortunately, this is not a completed chapter, not a final result. Right now, in 2026, the Russian state continues its aggression against Ukraine, deliberately using its troops to attack civilian infrastructure and commit war crimes, while those who disagree with this criminal fratricidal war are imprisoned. At the same time, the Russian dictator is returning the name of Dzerzhinsky to an FSB university, monuments to the victims of political repressions are being dismantled, and the human rights organization “Memorial” has been recognized as extremist.
It is unknown how many more political trials there will be, how many people will receive sentences of more than 10 years of imprisonment for nothing more than a position, and how many, perhaps, will be killed in prison, like Tesak and Navalny.
That is why it is important to talk about this. For this reason I risk receiving a new charge and a deterioration of my conditions of detention by publishing this article — so that the world may know the truth and stop the Russian Federation before a new Auschwitz, a new Kolyma is born.

The letter is interesting from the point of view of seeing political repressions directly from the inside, through the eyes of an ethno-activist and a political prisoner.
We would like to draw attention to the fact that we repeatedly encounter double standards on the part of persons and organizations that defend Russia’s sovereignty abroad, namely the “Good Russians” who advocate “equality and democracy.” In the concept of equality preached by the PRB (Beautiful Russia of the Future) and by the Kremlin, there is equally no place for peoples and ethnic groups outside the “Russian world.”
